This could probably, in principle, also have meant "more than half the northern lights of the sky," for although the most active and brightest northern lights were in a narrow area in the mid-sky, a dim calm behind the light pollution and moonlight was visible to the trained observer. However, I only wrote it as an active belt because it describes the situation of the best.
